This Instruction Memorandum transmits closeout policy and guidance for projects funded under the GAOA LRF.
Mission. The assets enhanced by GAOA support the BLM multiple-use mission.
The Bureau of Land Management Project Closeout Guidance for the Great American Outdoors Act and Public Lands Legacy Restoration Fund, Attachment 1, supplements the current “United States (U.S.) Department of Interior (DOI) GAOA LRF Portfolio-Level Project Closeout Guidance,” Attachment 2, policies and procedures by detailing requirements for the reporting of estimated and final project metrics of BLM GAOA LRF-funded projects. This includes documenting costs, deferred maintenance addressed, asset treatments, and other key data available once projects achieve substantial and final project completion.
The State Engineer and/or the State GAOA LRF Coordinator are responsible for overseeing the substantial completion and closeout of their state’s respective GAOA LRF projects. All GAOA LRF project data must be accurate and submitted within the timelines specified in the attached guidance.
Project closeout officially begins after the final payment to the contractor is processed and/or all work is completed, and all necessary administrative tasks have been completed. If a project includes multiple subprojects, the closeout will start once the final payment for the last subproject is made.
The goal is to ensure all project data is correctly reported and completed according to the outlined requirements, guaranteeing proper closure of GAOA LRF-funded projects.

The Great American Outdoors Act, Public Law 116-152, was signed into law on August 4, 2020, establishing the National Parks and Public Lands Legacy Restoration Fund. This investment provides an opportunity to reduce deferred maintenance backlog and restore BLM assets to good condition for the benefit of the American people.
